OWB 11.2 is installed as part of every Oracle Database 11g Release 2 installation.
It is generally not necessary to download this standalone software unless you have certain specific needs.

The Oracle Warehouse Builder software can be downloaded from the Oracle website.

How does Oracle define OWB?

Oracle Warehouse Builder (OWB) 11g is a data warehousing-centered data modeling and data integration solution, built into every Oracle 11g database.

OWB 11gR2 is pre-installed with Oracle Database 11gR2, and can be installed and used alongside Oracle Database 10gR2 and 11gR1.

Warehouse Builder delivers the following capabilities:

Data Warehousing and BI:-

• Relational and dimensional modeling
• Support for OLAP and cube organized MVs
• Support for Oracle data warehousing features such as partitioning
• Oracle BI tool integration (Discoverer and OBI-EE)
• Metadata management, data lineage, impact analysis and change propagation for complex designs
